Altamas Kabir sworn in new Chief Justice of India

NEW DELHI, September 29 (The Hindu): Justice Altamas Kabir was on Saturday sworn in as the 39th Chief Justice of India by President Pranab Mukherjee.

He took over the post from Justice S.H. Kapadia, who served as the CJI for nearly two-and-a-half years.

Justice Kabir, 64, took the oath at a brief ceremony in the Ashoka Hall of the Rashtrapati Bhavan.

Justice Kabir was appointed Supreme Court judge on September 9, 2005. He has delivered several landmark judgements, including on human rights and election laws. He will serve a tenure of nine months till July 18, 2013.

Besides Prime Minister Manmohan Singh, Vice President Hamid Ansari and UPA chairperson Sonia Gandhi, several Union ministers were present at the ceremony.

NDA working Chairman L.K. Advani, Leader of the Opposition in Rajya Sabha Arun Jaitley, Samajwadi Party chief Mulayam Singh Yadav and RJD leader Lalu Prasad were also present at the swearing in.

Born on July 19, 1948 in Kolkata, Justice Kabir did his LLB and MA from University of Calcutta and was made a permanent judge of the Calcutta High Court on August 6, 1990.

He is part of the bench hearing the case of the two Italian Marines who allegedly shot dead two Kerala fishermen taking them as pirates.

Justice Kabir headed a bench which recently decided the case of disqualification of MLAs by the Speaker of the Karnataka Legislative Assembly. The bench quashed the Speaker?s order on disqualification of the MLAs who had defected from the BJP.

He also decided the important issue of whether an MP suspended from a political party can continue as MP. The bench headed by him held that even after being removed or suspended from a party, the person can continue as MP and participate in its proceedings and shall be entitled to vote.

He is also dealing with the petition filed by Samajwadi Party supremo Mulayam Singh Yadav and his son Akhilesh Yadav seeking review of the judgement ordering a CBI probe into a case of disproportionate assets against them and members of their family. The verdict is reserved.

Capriles leads big rally in Venezuelan capital

CARACAS, Venezuela (AP) ? A huge crowd filled the streets of Venezuela's capital on Sunday cheering for opposition candidate Henrique Capriles, waving flags in a show of support one week before the country's hotly contested presidential election.

Capriles waved from a truck that rolled through the vast expanse of supporters. The crowd filled a downtown avenue and appeared to surpass 100,000 people.

The authorities didn't provide a crowd estimate.

While President Hugo Chavez was leading weekend rallies elsewhere in the country, authorities were investigating the killings of two men in a shooting that erupted during an opposition campaign caravan in western Barinas state on Saturday.

Justice Minister Tareck El Aissami said in a message on Twitter on Sunday morning that a suspect was arrested in the double murder, but he didn't immediately identify the suspect.

Opposition lawmaker Julio Cesar Reyes said on Saturday that a group of Chavez's supporters blocked the caravan and people on both sides were arguing when a gunman appeared and started shooting.

Opposition officials said both men killed were participants in the motorcade of Capriles supporters.

Chavez, meanwhile, rallied thousands of supporters on Saturday in Guarenas, a town east of Caracas, telling them: "It's impossible for us to lose." The crowd chanted: "Ooh, Ahh, Chavez won't go!"

'); }// end if The State Early Childhood Board has awarded Des Moines/Louisa Early Childhood Iowa Area Board its highest level of achievement.

This local Early Childhood Area Board was the first in the state to reach this "Model" level, which certifies the organization for five years.

The board consists of volunteer members from Des Moines and Louisa counties. It distributes state and federal funds for early childhood services for local families with children up to 5 years old. These services include in-home family support services; parent education; child care and preschool assistance; dental programs; and programs that promote and fund initiatives to support quality child care within local communities.

Forrest Bartenhagen of Wapello is chairman of the board. Other officers include Jerry Parks, Linda Fowler and Russ Fry of Burlington; and Faye Fedlam of Columbus Junction.

Sally O'Riley of Burlington is the Early Childhood director and coordinates services on behalf of the board. The late Pat Howell of Columbus Junction was a board member for many years and was part of making this a model ECI area.

Here's how the pennant races look with six days to go:

? CLOSING IN: Washington and Texas can wrap up division titles this weekend. Both teams have a magic number of three. Gio Gonzalez pitched the NL East-leading Nationals past Philadelphia 7-3 Thursday night, becoming the first 21-game winner in the majors. Hours earlier, Ian Kinsler hit his seventh leadoff homer this season and the Rangers beat Oakland 9-7 to earn a four-game split that maintained their four-game AL West lead over the Athletics.

? DOUBLE DECK: The wild-card races are coming down to the wire. St. Louis has a three-game lead over the Dodgers for the final NL playoff spot. Baltimore sits atop the AL wild-card standings, a game ahead of Oakland. Two games behind the A's are the Angels and surging Rays. Tampa Bay has won eight in a row.

? FADING FAST: Rookie manager Robin Ventura and the Chicago White Sox have hit the skids at the wrong time. They've dropped eight of nine, falling two games behind first-place Detroit in the AL Central. Brett Myers gave up a tiebreaking homer to Evan Longoria in the ninth inning of a 3-2 loss to Tampa Bay on Thursday night.

? NEXT UP: Texas can become the first American League team to clinch a playoff spot with a win Friday night over the Angels. It won't be easy, though. Los Angeles ace Jered Weaver (19-4) pitches against midseason acquisition Ryan Dempster.

? CHASE CHATTER: "We know what's at stake right now and we've just got to go out there and keep picking up wins. We've got a little six-game playoff race." ? Nick Swisher after the New York Yankees lost 6-0 in Toronto, trimming their AL East lead to one game over Baltimore.
